Can a person with a criminal record marry from outside the United States?
If someone has a criminal record and can’t get a passport till 2016 can he invite someone from outside the United States to the United States so they can get married in the United States? Kindly guide me on the procedure required

That page explains pretty much everything you need to know about getting a ‘vistors visa’ to the USA. They will need a passport from their country, and the visa. A visitors visa is available to (among others) people visiting friends or family in the US. If friends decide to get married, well, they get married.
Getting married doesn’t automatically make you a citizen of the US, and you’d still need to do a bit more to become a permanent legal resident., although getting a green card isn’t all that hard.
